Theology and Philosophy Research Institute is a research unit affiliated to  Sulkhan-Saba Orbeliani University. The Institute was founded on the basis of a memorandum signed on August 19, 2019 between Gregory Palamas’ Theology and Philosophy International Institute and Sulkhan-Saba Orbeliani University.

Institute’s objectives include the following:

  • contribution to the scientific research in the disciplines of Theology and Philosophy
  • establishment of contacts with local and international academic Institutions,
  • collaboration with the State, private and non-governmental structures and various Organizations,
  • support scientific – practical researches and thus improve and enhance the teaching area,
  • advancing the introduction of international standards and efficient implementation of the research and educational processes within the framework of the University,
  • to implement the research, educational-consultation and expert activity, to conduct the application work ordered and financed by international state, private or non-government Organizations.



The key directions of the University activity are as follows:

  • implementation of the research and educational work in theology and philosophy at national as well as international level,
  • to establish research and educational contacts both with local and international (e.g. in EU and USA) Organizations,
  • to implement the work ordered and financed by international, state, private or non-government Organizations,
  • translation into Georgian language of Books, Articles, Monagraphs, etc. of various subjects, mainly in Theology, Philosophy and Sociology,
  • publishing (e.g. Books, Monographs and Volumes of Conferences’ Papers),
  • conduction of a wide range of scientific, practical and educational activities (e.g. Conferences, Workshops, business meeting, round table, training, public meeting, etc.).

FUCE Grant

From the 2019-2020 academic year, sabauni students from faculty Humanities and Social Sciences are allowed to apply FUCE grant, which implies studying one semester in Partner universities with scholarship. FUCE grants looks like Erasmus+ Credit Mobility according to which home university recognizes ECTS credits gained by the students at the host University.

The FUCE grant is 650 Euro per month for one semester

In the beginning of the semester Sabauni International Relations Office opens the call and manages the recruitment procedures. After the registration, evaluation committee will evaluate the candidates according to their interview and the documents. The final decision is made by the Federation.

  • Who are eligible to apply the student who
  • Has the active student status of the faculty Humanities and Social Sciences
  • Has good academic merit
  • Knows foreign language (at least B2)
  • Is highly motivated
  • Not have already received or be currently receiving any other financial mobility grant

Required Documentations:

  1. Student application form   
  2. Copy (first side –reverse) of the identity card or passport.
  3. Certified copy of the different academic records.
  4. A certificate showing evidence of their registration in their university of origin.
  5. Proof of the good command of the language of instruction of the courses to be followed, at a minimum level of B2 of the Common European Framework of Reference for Languages.
  6. A 200 words statement about themselves with a focus on their educational objectives, their professional goals and aspirations and how they think this mobility grant will help to achieve their goals.
  7. Letter of reference. This must be from a member of staff from the home university of the applicant who has supervised him/her academically – i.e. a lecturer, tutor or supervisor.
  8. FUCE learning agreement. à this agreement has to be completed and approved by both institutions (sending and hosting);
  9. Letter of acceptation of the host University.

Three Students of Sabauni, Giorgi Leluashvili, Magda Matitaishvili and Nazi Taktakishvili are FUCE grant owners and they will study Fall semester of 2019-2020 academic year at Kardinal Stefan Wyszynski University in Warsaw (Poland).

Required documents: (Note: all documents are required to be scanned in PDF format)

  • Copy of the passport for those with no residence permit – copy of the residence permit;
  • Copy of the school diploma or a document confirming obtaining credits in other country’s higher educational institution or a document confirming the qualification corresponding to higher education, issued by the higher educational institution approved by the foreign country;
  • Photo (3X4)
  • English language B2 level certificate. In particular: FCE; IELTS- 5.5-6.5; TOEFL Paper 513-547; TOEFL CBT-183 – 210; TOEFL IBT- 65-78 (Note: in case of the certificate absence the applicant is subject to take internal university examination in English)

Within 7 business days from submission of the documents an English exam is scheduled for  those applicants with no English language B2 certificate (Note: B2 level, the applicant should accumulate at least 61% in the test) (see the test sample). Within the aforementioned term, an interview is scheduled for all applicants via e-communication means in order to find out the program language knowledge level. In case of successful interview the applicants get a letter of consent from Sabauni.

Under the letter of consent the applicant is to pay the registration fee. While paying, the name, surname and program should be notified. After the payment is accepted Sabauni sends an official confirmation letter.

The registration fee is 300$ and includes the fee of translation, notarization and recognition procedure by the center.

After the official letter is issued, Sabauni launches the applicants’ enrollment procedure that takes approximately 1 month (translation, notarization of documents, approval by the National Center for Educational Quality Enhancement, Individual administrative-legal act on enrollment by the head/acting head of the Department for Development of Higher Education and Science, Principal’s decree on enrollment). After the procedure is over the applicant receives an official decree regarding enrollment in University.

The tuition fee payment schedule (autumn semester – from July 15 including August 15 – 100% of the semester tuition fee; spring semester – from December 15 including 15 January – 100% of the semester tuition fee)

Information on visa

The Ministry of Foreign Affairs of Georgia has established a special portal where all necessary information is available for stakeholders ( The Department for International Relations  of Sabauni help applicants put visa documentation into order and issue all required documents from the side of University.

Please note that while making an application for visa you should be enrolled in Sulkhan-Saba Orbeliani University! As a rule it takes 3 weeks to the Ministry of Education and Science of Georgia to enroll a foreign student and 4 weeks are required for getting the visa.  This terms are provided for orientation. Students are recommended to gain detailed information on the issues with relevant sources.

Student services

The Center for Student Affairs at Sabauni offers the Mentor/Tutor assistance to foreigner students together with the Sabauni ones. One Sabauni student will help each foreigner and help him/her adapt the local society/university. Besides, the Center for Student Affairs ensure holding an orientation day with the foreigners together with other structural units. The students will be allowed to enjoy consultations. Aimed at their monitoring Sabauni representative, Manager for Relations with Foreign Students. Health-related issues:

Sabauni will help foreigners search for private insurance service and settle health-related issues.

Address and transport:

Three types of public transport function in Tbilisi: Bus, Metro and Minibus.

The bus and metro fee is 0.5 GEL. The special card Metromani is required while transportation. It is available at the cashiers’ in metro stations.

The minibus service fee is 0.8 GEL. Metromani as well as cash can be used while paying.

Sabauni address: N3 Kalistrate Kutateladze Street, Saburtalo district. All three types of the public transport are available to visit the university. Metro station Delisi and bus stop (Vazha-Pshavela Ave.) is 5 minutes far from Sabauni.

A Center for Professional Development is subordinated unit to the International Relations Office of the University, it is approved by the order N101-17 of the rector and it is regulated by its statutes.
The aim of the CPD unit is to support the improvement of Quality of the education and its approaching to the Modern Standards trough the implementation/Dissemination of the Learner-Centered Teaching, which was elaborated within the STAR project. To determine the needs of professional development of academic and administrative staff of the university and its supporting.
Objective of the center are:
To organize the training / workshop
To inform its academic/administrative staff about the training/workshops regarding their professional development, held outside of the university
To create materials for training and its dissemination
The activity of the center is based on PDCA cycle: Plan, Do, Check, Act
The center is headed by the International Relations Office. CPD unit cooperates with QA office of the university in the process of offering several trainings and activities.
CPD unit is created within the Erasmus+ KA2 project “Sustainable learner centered Teaching – Advanced Resources for Georgia and China STAR”.

Starting the day of its foundation, Sulkhan – Saba Orbeliani Teaching University has been intensively involved in the scientific-research activities. The studies cover the key fields that are taught in the university and are carried out in several directions such as: translation activities, textbooks, monographs and periodical issues. The academic personnel and different-level students are also involved in the research process as well as the professors from the partner universities.

More than 50 publications of different character have been made since the University was established (see the publications). Most of the issues are intensively integrated in the teaching process across Georgia.

The university supports the intense engagement of the academic staff and students in the academic-scientific activities. Aimed at this, business trips to the partner universities and research institutions abroad have been organized as well as the assistance in reception of research grants and their implementation, funding and dissemination of the issues.

The Faculty of Law

As organized by the American Law and Law Philosophy Department, a scientific conference named ‘Complex Cases in Court Practice’ is held on an annual basis. The reports presented during the conferences are issued as a collection of works. The first conference of this nature was held in July, 2017. Starting 2018 it has been held regularly.

In 2018 an international conference ‘Law and Global Security’ was laid foundation. Starting 2019 it will be held annually in partnership with Catholic University of Ljubljana.

Sulkhan – Saba Orbeliani Teaching University has also joined the publishers of ‘Law Methods’. The second and following issues of the journal will be published in cooperation with Prince David Institute for Law, GMG and Partners and Ivane Javakhishvili Tbilisi State University as well as Sulkhan –Saba Orbeliani Teaching University.

With the organization of the American Law Department the classical works of Ronald Dworkin, John Rawls, Gustav Radbruch and other scholars will be translated and published.

The Faculty of Business and Tourism

In autumn, 2017 the National Tourism Administration of Georgia conducted a research of the tourist companies in which the students of the Faculty of Business and Tourism of Sulkhan – Saba Orbeliani Teaching University were intensively involved. As part of the survey the students polled 192 internal tourist companies. Based on the obtained data the key attractive markets for travelling, popular areas, offered tour types were defined.  

 In the process of the research the student obtained an experience of conducting surveys and deepened their knowledge on the real condition of the tourist sector.

As organized by the Business and Tourism Faculty an annual student conference ‘Business Challenges and Relevant Issues of Sustainable Tourist Development’ is held. The students of the university make a conference report. The best reports are issued as a collection.

Studying the tourist potential of Guria region with German expert specialists

The International Tourism Association organized to hold a workshop at Sulkhan – Saba Orbeliani Teaching University regarding the sustainable development of tourism in Georgia. The workshop was aimed at the conduction of a research on the regional development of Guria in terms of tourism.

The meeting applied to the growth of Georgia’s regional tourist potential. German professors and MA students and lecturers and students from Sulkhan – Saba Orbeliani Teaching University Business and Tourism Faculty were intensively involved in the process.

Faculty of Humanities and Social Science

Starting 2017, Sulkhan – Saba Orbeliani Teaching University has been hosting an international symposium ‘Catholic Heritage in Georgia’.

The event objective is to analyze the importance of the Rome Catholic Church in the Establishment and Development of the Georgian Culture and Identity and trips to the Georgian regions of cultural and historical significance are planned as part of the symposium.

International Relations

The Institute of Post – Soviet Studies represents a non-profit, non-commercial, non-political analytical institute founded at Sulkhan – Saba Orbeliani Teaching University, focused on the interdisciplinary researches of the post-soviet countries.

The Institute is authorized to conduct public meetings, training courses, international or/and university conferences.

The institute aims to contribute to the deeds of studying the post-soviet transformation researches and establish academic ties with the analytical centers of Georgia, post-soviet countries, as well as the ones of the similar profile in the EU and U.S.

On May 19, 2018 the Institute of Post-Soviet Studies conducted an international conference  - ‘Post Soviet Countries – Challenges, Prospects’ where Georgian and foreign professors participated in.

Starting 2018 an international student conference on International Relations has been constantly conducted involved by the students of the Faculty of Humanities of Sabauni.
